Verification is offline. The verifier does not resolve committee history or fetch missing proof data. The caller is responsible for supplying the committee that certified the proof’s checkpoint.
The value of Proof::chain is not used to select or validate the committee.

Verifies a proof and all of its targets.
Verification checks that:
- the committee certifies the checkpoint summary;
- the checkpoint contents match the digest in that summary;
- the transaction, effects, and optional events are internally consistent;
- the transaction effects occur in the authenticated checkpoint contents;
- the packaged user signatures match those committed by the checkpoint;
- the event list is present exactly when the effects commit to events, and its digest matches;
- every selected target matches the authenticated proof data.
On success, returns a VerifiedProof borrowing the authenticated targets
from proof.
§Errors
Returns an error if any check fails.
